Global Corporate Solutions and Corporate Real Estate
Reporting directly to the Managing Director and World Bank Group Chief Administration Officer (MDCAO), Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as food services, printing, travel, conferences, and translation and interpretation). GCS’s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR’s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.
To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate, Center of Excellence (CoE) which serves as a central hub of expertise driving operational excellence, enhancing efficiency, and ensuring the successful execution of initiatives.
Job Description
The Project Manager position is responsible for overseeing the centralized Project Management Office (PMO) focusing on the HQ and International Real Estate Development and Management Units. The Project Management Officer role is critical in maintaining the standardized processes, governance frameworks, tools, and resources necessary to ensure successful project execution across the unit. The project manager will collaborate with project managers and key stakeholders to align projects with corporate strategy, optimize resource allocation, and improve project delivery. The Project Management Officer position is based in Washington, DC with an on-site presence of four days/week.
Duties and responsibilities
Project Management Support and Coordination:
• Provide project managers with tools, templates, and best practices for consistent project execution.
• Facilitate cross-functional collaboration and communication between teams to ensure alignment and efficient delivery.
• Support the resolution of project-related issues and roadblocks.
• Develop project related reporting and disseminate the portfolio status regularly to project managers to efficiently track their projects at a high level.
• Support the development of standard operating procedures, guidelines, and templates to support the work program.
PMO Process Reviews and Improvements:
• Drive project management oversight and project controls. Oversee key project management disciplines not limited to project plans, schedules, budget, scope and change management, risk, benefits, etc.
• Initiate innovation in areas such as development of new dashboards for improved workflows, solution for projects in pipeline, automated completion reports, etc.
• Oversee the implementation and management of project management software, tools, and systems.
• Collaborate with multiple internal and external service stakeholders, including but not limited to the center of excellence, the budget and finance network, project managers, etc.
• Define and standardize project management processes and practices (e.g., project initiation, planning, execution, monitoring, and closing) to allow project managers to efficiently implement project work program.
• Ensure alignment with corporate goals and objectives.
Financial Management Oversight:
• Prepare financial reports for management and ensure a smooth financial year-end closing of projects with no slippages.
• Work with the Budget Team to prepare budget deliverables not limited to contingency, forecast and commitment reviews, budget extensions, reconciliation of internal accounts, depreciation reviews, write-offs, accruals, available balance, etc. Review funding release notes, cross referencing to ensure financial accountability.
• Review financial transactions from financial statements or capital investment reports in SAP; and develop financial models in addition to cost-benefit analysis, project cost savings, contract financial tracking, etc.
• Work to ensure consistency of project commitments and expenses between SAP and GCS’s project management system.
• Support the development of new project management and financial metrics; and key performance indicators (KPIs).
Note: This is for 2 positions.
Selection Criteria
• Master’s degree in Finance, Business Administration, Project Management, or related field with five years of experience or equivalent combination of education and experience.
• Proven financial acumen with experience in budgeting, cost estimation, and financial management (cost/investment, cost analysis, project cost control, spend tracking & management).
• Experience in identifying, assessing, and mitigating risks in construction projects.
• Experience in project management, with at least 3 years in a PMO leadership role.
• Experience working within a Center of Excellence is desirable.
• Strong understanding of project management methodologies.
• Proven experience in managing large, complex projects and portfolios.
• Strong leadership, communication, and stakeholder management skills.
• Proficiency with project management tools such as MS Project or similar software.
• Strategic thinker with a proactive and innovative mindset. Strong commitment to excellence and continuous improvement. Ability to influence and inspire others to achieve common goals.
