The Equality Institute, with funding from the Gates Foundation, is conducting a research project (inception phase) to explore and design metrics that measure the relationship between climate change-related stress and safety and well-being on women and girls in order to inform more precise decision-making for LMICs.

This project aims to fill these gaps by developing a rigorous quantitative metric that will lead to the production of quality, comparable, quantitative data on the gendered impacts of climate change across areas related to health, safety and well-being. The metric can be embedded in national surveys to build a solid evidence base that can be utilised to inform policy and action by development and humanitarian actors.

Scope of the work

The Institute is seeking a highly skilled and experienced Climate Change Research Consultant to contribute to a groundbreaking project funded by the Gates Foundation. This role offers the opportunity to contribute expertise to shape the future of global health, safety, and well-being for women, girls, and gender-diverse people in low- and middle-income countries (LMICs), advancing the vision of a world where gender equity and climate resilience go hand in hand.

The project focuses on developing metrics to measure the relationship between climate change stress and its impacts on the safety and well-being of women, girls, and gender-diverse people in low- and middle-income countries (LMICs). These metrics aim to address existing gaps in data and inform targeted policy and action by development and humanitarian actors.

The Climate Change Research consultant will undertake a desk review, conduct key informant interviews (KIIs) and focus group discussions (FGDs), and produce a comprehensive report combining findings. Key tasks include identifying existing metrics, analysing gaps, collaborating with stakeholders, and outlining themes to inform the creation of scalable, actionable measures.

This is an exciting opportunity to contribute to a pioneering initiative addressing the gendered impacts of climate change and influencing global health and development policy.

Deliverables

1. Desk review (approximately 12 days)

Conduct a desk-based review and scoping and produce a report that answers the following key learning questions.

  • What existing quantitative metrics or scales exist to measure climate-related stress or issues related to climate and gender, climate and health, climate and theenvironment?
  • How are they being used, and what are the limitations?
  • Who are the key players and organizations working in the climate, gender, and related sectors, and how should we best partner and collaborate with them?
  • What gap does this metric aim to fill in the landscape of climate and gender data, existing metrics and measures?
  • What elements or themes should the metric measure?
  • What is the definition of the exposure and outcomes variables?
  • Where are opportunities to pilot the scale and test in planned studies?

2. Stakeholder consultations and consensus building (KIIs, FGDs) (approximately 10 days)

  • Develop KII and FGD tools and guides
  • Identify and conduct 8-12 key stakeholder interviews that are qualitative, open-ended and in-person or online.
  • Conduct between 3 – 5 focus group discussions to collect data, build consensus and inform the key learning questions.
  • KII and FGDs should be recorded, notes taken and key themes analysed and combined with data from the desk review.

3. Prepare a 10-20 page report combining the findings from the desk review and stakeholder consultations. (approximately 7 days)

4. Knowledge exchange – share the learnings with the EQI research team and contribute to conversations/developments of the existing EQI research projects (2 days)

*There may be an opportunity to attend relevant conferences (such as COP 30) as part of the consultations and data collection.

Key skills and qualifications

  • Degree in Gender Studies, Climate Science, Public Health, Development Studies, or a related field.
  • Proven experience in conducting gender-focused research, ideally on gender-based violence, climate change, and health impacts in LMICs.
  • Deep understanding of the intersection of gender, climate change, and health outcomes, especially in LMICs and/or humanitarian settings.
  • Proficiency in designing and conducting key informant interviews (KIIs) and focus group discussions (FGDs) to gather qualitative insights.
  • Strong stakeholder engagement skills to build consensus and collaborate with key players in climate, gender, and VAWG sector.
  • Ability to conduct comprehensive desk reviews, synthesize data, and identify gaps in existing metrics or literature.
  • Strong report-writing skills to produce clear, concise, and actionable findings for diverse audiences.
