Mission and objectives

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life in its social, political, economic, civic and cultural dimensions her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens addressing inequity not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries.

This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. Through 2018-2021 Strategic Plan, UNICEF’s work in education prioritizes equity supporting all children regardless of their circumstances to have equal opportunities in education and learning helping children secure basic skills such as literacy and numeracy and a wider range of skills. This includes paying particular attention to early learning, girls’ education, education for children with disabilities as well as education in emergencies and post-crisis context. In Bosnia and Herzegovina, UNICEF’s education programme is focused on the area of inclusive early learning, quality primary and secondary education and intercultural and inclusive education.

Context

UNICEF is seeking a dynamic and strongly motivated multi-skilled candidate with a positive attitude to challenges to contribute to strengthening child rights in Bosnia and Herzegovina through evidence-generation and visual representation which will further support UNICEF programming and advocacy. The selected online volunteer will support Education and Skills development team of the UNICEF Bosnia and Herzegovina Country Office (BiH CO). The Data Analysis and Visualization Support will play a pivotal role in synthetizing collected data and deriving key evidence and implications for UNICEF programming in the area of i) digital transformation in education and ii) child protection.

Through this assignment, the online volunteer will support two COs – of Bosnia and Herzegovina and Serbia. UNICEF BIH has been supporting the education and communications authorities in mapping, understanding and bridging the digital gap. BIH is the only country in the region positioned onto the global Giga map, with schools’ locations coordinates and internet connectivity status. UNICEF has taken a step further and collected the data on school attendance by Roma students, in its effort to portray existing inequalities and create evidence for equitable investments and balanced socio-economic development. UNICEF in Serbia has also portrayed its schools on the global Giga map, albeit without connectivity status.

Nevertheless, other variables also plat a significant role in evidence creation and advocacy. One such variable is road safety – for which the data on coordinates of road accidents is regularly collected by the Serbian authorities. UNICEF in Serbia is aiming to overlay these two sets of data and identify school areas of risk, and therefore inform its child protection programming and advocacy efforts. Under the supervision and guidance of the UNICEF in BIH Education Officer, the Data Analysis and Visualization Support will assist in synthesis of the available data, data analysis and data visualisation, in particular through interactive, country level maps.

For UNICEF BIH CO:

• Clean the existing database • Perform quantitative statistical analyses in order to identify predictive value of exclusion variables (Roma nationality, students living in rural areas) • Identify and present through an interactive map – the areas of high exclusion risk by pairing ICT equipment rate, schools’ locations and number of Roma students • Present the findings in a short executive report (max 3 pages)

For UNICEF Serbia CO:

• Perform spatial analyses by pairing schools’ locations data and coordinates of road accidents in Serbia • Present the areas of highest safety risk for children in an interactive map • Present the findings in a short executive report (max 2 pages)

Requirements

Required experience

• Bachelor’s degree in Data Science, Statistics, Computer Science or a similar field • At least 3 successfully completed projects in data analysis, spatial analysis, and GIS • Proficiency in database cleaning, quantitative statistical analysis, predictive modeling, spatial analysis, and creating interactive maps, with the ability to present findings in executive reports
