Remote-based Consultant Overview
The Education Research Section of UNICEF Office of Strategy and Evidence – Innocenti is seeking three remote-based consultants for an estimated 216 working days (for each Implementation Research Consultant) over a period of 12 months to support the integration of implementation research into education programmes in Africa. The education research section embeds research into large-scale initiatives, including foundational literacy and numeracy, early childhood education, inclusive education, and digital learning programmes, working closely with UNICEF Country Programmes. The overarching goal of this research portfolio is to inform improvements in the delivery and scale-up of education programmes to enhance children’s learning outcomes, while synthesizing lessons across countries to contribute to global public goods.
The main objective of the assignment is to support the Office of Strategy and Evidence – Innocenti team to embed research within education programmes in Africa. Participatory mixed-methods research will generate evidence on programme implementation and effectiveness to inform scale-up across government systems. The Consultant will support the Implementation Research portfolio in Africa. Research is currently active in the Democratic Republic of Congo (DRC), Ghana, Guinea Bissau, Kenya, Madagascar, Malawi, Mauritania, Rwanda, Sierra Leone, South Africa, Tanzania, Sudan and Uganda.
Minimum requirements:
Master Degree of Economics, Social Policy, Statistics or related social sciences.
Years of Experience/ Knowledge/Expertise/Skills required
Essential skills:
- A minimum of five years of progressively responsible professional work experience at national or international levels in the design and implementation of rigorous research, with developing country-level experience essential
- Experience in managing large rounds of data collection and related trainings; experience in using common online / offline data collection packages (e.g. ODK, Kobo, Survey CTO).
- Strong data and analytical skills and extensive knowledge of statistical software Stata.
- Demonstrated experience in both qualitative and quantitative research designs and methods, including experimental and quasi-experimental methods.
- Excellent written and oral communication skills in English and excellent attention to detail.
- Strong interpersonal skills and demonstrated ability to work well as part of a geographically dispersed team and to forge and manage partnerships.
- Commitment to UNICEF’s core values of care, respect, integrity, transparency, and accountability.
Desirable qualifications:
- Written and oral communication skills in French, and /or Arabic highly desirable.
- Experience in research on education topic areas such as Early Childhood Education, Foundational Learning, Inclusive Education, and Digital Learning.
- Experience working in the countries where research is ongoing.
- Experience with qualitative coding methods.
- Experience with PowerBI or other data dashboard tools.
- Ability to work in a multicultural, multi-ethnic environment; experience working in the UN or other international development organization.
- Fluency in another UN language
