Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon. UN Women Lebanon works on issues of women’s political participation, peace and security, economic empowerment and changing social norms around gender and masculinities.

Under the UN Women’s Lebanon country portfolio, UN Women is implementing a joint three-year project with UNDP “Women’s Participation in Leadership” that started in July 2022 and should end by the end of July 2025, which includes three pillars that seek to support multidimensional approaches that address both the practical and structural constraints to women’s voice, decisionmaking and leadership— targeting support to women’s leadership in more traditional elected spaces (for Parliament and local government), as well as elected leadership in civic spaces. Specifically, the project aims to:

  • Support women’s political and civic leadership, with a focus on making progress through elected processes and political parties, including through the application of gender quotas.
  • Support feminist social activism, including through social mobilization and social accountability processes, to promote gender-responsive reforms.
  • Promote positive social norms that reinforce gender equality and support for women’s leadership.

The Monitoring and Evaluation Consultant will assess and report on the successes and challenges of this project and will develop midline and endline reports for this project. The consultant will be reporting to the Project Coordination Analyst, and will be supported by Programme assistant, who will be the point of contact on the contract and payment issues.

Description of Responsibilities

Supporting in assessing the impact of Women’s Participation in Leadership (WPIL) project in Lebanon through developing a midline and an endline reports for this project, the Monitoring and Evaluation Consultant will work closely with the UN Women’s Political Participation team and their UNDP counterparts to ensure successful production of deliverables. The home-based consultancy will involve two phases and begin in February 2025 and conclude by July 2025.

Noting that the methodology and inception report of the midline (including the data collections tools) are already produced, UNW is looking for a consultant that will review this inception report along with its tools to adapt it to the current context, develop the endline tools, train all the partners of the WIPL project, conduct quantitative and qualitative data collections and produce the midline report, endline report and related PowerPoint presentations.

The consultant needs to:

  • Revise inception report and data collection tools
  • Develop endline tools and include it in the revised inception report
  • Train 16 WIPL partners on the data collection tools already produced by UNW
  • Collect monitoring tools and data developed and collected by WPIL implementing partners
  • Conduct quantitative data collection in coordination with project partners for midline report
  • Conduct the qualitative data collection including KIIs and FGDs for midline report
  • Produce a draft midline report and present it to WIPL for comments
  • Include WIPL’s comments on the midline report and power point presentation and develop a final report and a final presentation.
  • Conduct quantitative data collection in coordination with project partners for endline report
  • Conduct the qualitative data collection including KIIs and FGDs for endline report
  • Produce a draft endline report and present it to WIPL for comments
  • Include WIPL’s comments on the endline report and power point presentation and develop a final report and a final presentation.

Consultant’s Workplace and Official Travel
This is a home-based consultancy.

Required Qualifications:

Education and Certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Evaluation, International development, gender studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A PHD is an asset.

Experience:

  • Minimum 5 years of experience in conducting assessments and or evaluations, preferably in the thematic area of gender and political participation is required.
  • Track record of expertise on issues of women’s rights is required.
  • Computer skills, Qualitative and quantitative software analysis skills is required.
  • Internet communication and command of MS Office is required.

Languages:

  • Fluency in English & Arabic is required.
  • Knowledge of French or any other UN official language is an asset
