Background
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. ICRC take action in response to emergencies and at the same time promote respect for international humanitarian law. ICRC is an independent and neutral organization, and its mandate stems essentially from the Geneva Conventions of 1949. ICRC work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational, and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.
Purpose
The Operational Communications delegate contributes to designing, planning, and implementing communication projects and activities for acceptance and security of the ICRC in coordination with the management of the field sub-structure and/or Communication or Communication/Prevention Manager. The Communications Delegate will contribute to representing the ICRC externally and building the vital understanding and acceptance of and support for the ICRC among key stakeholders.
Responsibilities
- Contributes to defining communication and, where relevant, prevention objectives, strategies, and plans of action for the geographic area or program covered, in line with the field sub-structure’s priorities and/or the delegation’s communication/prevention strategy.
- With minimum supervision, implements relevant communication activities and develops tools for operational communication, community engagement, promoting international humanitarian law (IHL) in coordination with Delegation’s IHL / networking team, building National Red Cross/Red Crescent Society communication capacity,
- When requested contributes to public and digital communication, information analysis/environment scanning, interaction with religious circles, public affairs, and resource mobilization.
- Replaces or plays the role of media delegate when needed and acts as a spokesperson.
- Collect content for our communication work (photos, videos, audio, texts).
- Follows political, security, military, and humanitarian developments, as well as other issues relevant to the ICRC’s reputation/perception and capacity to operate in the geographic area covered, contributing to their analysis.
- Supports communication-related training and mentoring for field-structure staff and/or other departments when needed.
- Contributes to detect, analyse and respond to harmful information.
Requirements
- University degree or equivalent in a relevant field such as communications, political science, international relations, or journalism. Analytical skills, ability to link perception, acceptance issues, and com activities.
- Good knowledge of the main com technical fields (strategic com, digital, media relations, advocacy).
- Digital literacy (proficiency in MS Office); familiarity with digital communication tools.
- IHL knowledge is an asset.
- Fluent in English (minimum C1) is mandatory.
- Professional level (Minimum B2) in an additional language used in ICRC communication (French Arabic, Spanish, Russian) is mandatory
- High level of social and communication skills.
- Solution-oriented approach, positive attitude in all circumstances. Ability to integrate within a multicultural team and to work in remote locations.
Professional Experience required
- 5 years of work experience in a field relevant to communication and prevention.
- Humanitarian field experience is a strong asset.
