Organizational setting and reporting relationships
Under the supervision of the Programme Manager for International Development, the consultant will support the IPU’s work on international development, with a particular focus on strengthening parliamentary engagement and assisting parliaments in taking effective legislative, oversight and policy action to address climate change.
Accountabilities
The Consultancy: Climate Change will:
- Support the design and delivery of capacity-building activities for parliaments aimed at addressing key legal, programmatic and financial challenges related to climate change.
- Support the mobilization of parliaments and organization of activities at the global level.
- Maintain regular communication and coordination with partners, notably UNEP and UNFCCC, and support the implementation of national, regional and global activities in accordance with the respective Memoranda of Understanding (MOUs) established with these organizations.
- Provide assistance to the Secretary of the IPU Standing Committee on Sustainable Development on Committee matters related to climate change.
- Monitor project expenditures within approved funding and keep administrative records in respect of project activities.
- Draft activity reports on the implementation of the project for submission to donors and IPU governing bodies.
- Provide material for publication on the IPU website and in other media on project activities and results.
- Facilitate interactions between parliaments and local climate and environment experts, as well as relevant government ministries.
- Contribute as needed to the activities carried out in the framework of the IPU’s methane reduction project.
- Provide, as requested, other assistance in areas relevant to the IPU’s work on international development or climate change.
Work will involve regular interaction with:
- Parliamentary staff and members of parliament
- Staff from the United Nations and other partner organizations
- Managers and staff of the IPU Secretariat
- External collaborators and experts
Deliverables
- Capacity-building activities are conducted in at least one parliament.
- At least two regional seminars are organized (for Eurasia and for Latin America and the Caribbean).
- The Parliamentary Meeting at COP31 is organized in Türkiye.
- Events on climate change are organized at the 153rd IPU Assembly.
- Support is provided to IPU officials in terms of speeches, briefing notes and notes for the file.
- Reports on the implementation of activities are prepared and submitted to the IPU governing bodies and donors.
Requirements
- University degree in political science, law, international relations or related fields.
- Good knowledge of project management tools and techniques.
- At least three years of proven experience in managing projects relating to climate change in an international environment. Demonstrated ability to achieve expected results and outcomes. Experience working with parliaments is a distinct advantage.
- Excellent organizational and analytical skills.
- Ability to work independently and as part of a team.
- Excellent reading, writing and speaking skills in English and a working knowledge of French or Spanish.
Duration
The home-based consultancy is for up to 102 days of work over the period 15 June to 23 November 2026.
Location
The is a home-based consultancy. The work may require occasional participation in activities and events in Geneva or elsewhere. It would also be possible, but not a requirement, for the consultant to work from IPU headquarters in Geneva.
