Org. Setting and Reporting

ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063. The mission is guided by ECA’s five new strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical, and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

The African Centre for Statistics (ACS) is headed by a Director and reports to the Deputy Executive Secretary (Programme). The Centre is responsible for improving the production, dissemination, and use of quality data and comparable data and statistics in Africa to support evidence-based policymaking, planning, implementation, monitoring, and reporting under the 2030 Agenda for Sustainable Development and Agenda 2063 . The Africa We Want. It is divided into four main sections: Economic, Infrastructure and Agriculture Statistics; Demographic and Social Statistics; Statistical Development, Data Innovation and Outreach; and Geospatial Information Management Systems.

The Statistician (P3 level) position is located in the Demographic and Social Statistics Section of the African Centre for Statistics of the United Nations Economic Commission for Africa (UNECA). The incumbent reports to the Chief of the Demographic and Social Statistics Section under the supervision of the Director of the African Centre for Statistics.

Responsibilities

Within delegated authority, the Statisticians will be responsible for the following duties:

– Organizes, designs, plans, and carries out the collection, evaluation, analysis, compilation, and dissemination of demographic and social data by selecting methods of data collection, selecting and implementing methods for checking collected data, and selecting and implementing appropriate methods for data processing for incorporation into databases. – Promotes and develops the use of data science and artificial intelligence solutions in demographic and social statistics analysis. – Supporting the national statistical offices in the application of innovative tools and technologies in the collection of demographic and social data especially in censuses, surveys, civil registration, and population registers.

– Participates in the development or revision of standards on demographic concepts, definitions, and classifications by performing methodological research. – Prepares draft technical documents for international, intergovernmental, and expert group meetings and assists in drafting relevant reports. – Organizes and participates in seminars, working groups, and expert meetings as a technical resource person. related to censuses, civil registration, vital statistics, legal identity, population registers, and demographic analysis.

– Guides trains and supervises general service staff. – Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. – Develops new or improved statistical methods and quantitative models for demographic analyses and population projections. – Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in demography, population studies, statistics, mathematics, economics, sociology, or related field is required. A first-level university degree in combination with Additional two years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage.

Work Experience

A minimum of five years of progressively responsible experience in the collection, compilation, analysis, and dissemination of demographic data, statistical data, or related areas for censuses, civil registration, national population registers, and household surveys is required. 2 years or more of experience in data analytics or related areas is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
