Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Women’s Peace and Humanitarian Fund (WPHF) is a multi-partner trust fund which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 1046 civil society organizations and is present in 43 countries or group of countries.
UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilize resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. In 2022, the WPHF Funding Board established a new window for the protection and advocacy of Women Human Rights Defenders (WHRDs), as well as a the WHRDs Window Unit to be hosted by the WPHF Secretariat.
Under the direct supervision of the Deputy Head of the Secretariat of the Women’s Peace and Humanitarian Fund – Peace and Security and resilience team – the Programme Coordinator of the WPHF WHRDs window will coordinate the activities of the WHRD window, manage its funding streams, lead on partnerships, coordination and reporting.
Under the supervision of the Deputy Head of the WPHF Secretariat, the Programme Coordinator is responsible for managing the development, implementation, monitoring and reporting of the WHRDs window, including its partnerships with INGOs and other UN Agencies. The candidate will oversee and guide the WHRDs window unit consultants and staff and budget of the window, build partnerships and provide support in developing resource mobilization strategies, and manage knowledge building efforts.
Key Functions and Accountabilities:
1 Manage and oversee the WPHF’s WHRDs unit and implementation of the Funding Window
- Coordinate the overall Window’s work plan development and implementation according to approved Project document of the WHRDs Unit.
- Ensure coordination with relevant stakeholders in the direct logistical support review process, including with UN Women and WPHF Operations colleagues.
- Lead on coordination and management of partnerships with INGOs partners of the Safety Net, including onboarding of new INGO partnerships for the Safety Net.
- Support the implementation of key recommendations related to the WHRDs window, including any emerging from the WPHF Evaluations and workshops/consultations with partners including the window’s INGO partners.
- Oversee and provide advice to the Unit team on the evaluation of requests received under both the safety net and direct logistical support for advocacy.
- Manage and coordinate risk assessments with relevant partners.
- Review the preparation of all relevant documentation to be submitted to the Advocacy committee and WPHF Funding Board for funding approval.
- Participate in the post-advocacy support meetings with WHRDs.
- Update and monitor the window risk matrix.
- Ensure all relevant documents are filed in the Fund’s shared drive.
2 Manage the monitoring and reporting of the WHRDs window
- Manage the monitoring of mutually agreed results frameworks and performance indicators.
- Conduct meetings and review quarterly reporting of INGOs partners.
- Review and provide feedback to INGOs annual reports in close collaboration with the WPHF M&E team.
- Consolidate the window unit annual reports in close collaboration with the WPHF M&E team.
- Provide updates to the WPHF Funding Board (quarterly meeting) on progress of the window.
- Document challenges and best practices of support through the window.
- Facilitate process for audits and monitor implementation of audit recommendations.
3 Oversee and guide people and budget management for the WHRDs window
- Manage the overall budget of the unit and that of its INGO partners.
- Prepare cost extensions and no cost extensions accordingly.
- Approve invoices in Quantum as relevant.
- Leads a team of three people, a P2 staff, P1 staff, and one consultant, and perform staff performance reviews and capacity development of staff members.
4 Build partnerships and provide support in developing resource mobilization strategies
- Manage and strengthen partnerships with OHCHR and NGO Working Group on WPS.
- Provide strategic advice to strengthen the window, raise awareness and visibility, including by finding entry points for the window and building connections with the Security Council and Human Rights Council.
- Contribute to the exchange of information and knowledge products internally and externally of the programme.
- Provide support on resource mobilization for the WHRDs window to the Deputy Head of the Secretariat as requested, including identification of opportunities for resource mobilization and possible areas of cooperation.
- Strengthen partnerships with civil society, UN agencies and foundations working on Human Rights.
5 Manage knowledge building efforts
- Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.
- Provide inputs to WPHF L-Hub capacity building sessions linked to the window.
- Ensure documentation of the Window implementation process and identify good practices and lessons learned.
6 The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities: The Programme Coordinator for the WPHF WHRD Window leads a team of three people, a P2 staff, P1 staff, and one consultant, and perform staff performance reviews and capacity development of staff members.
Recruitment Qualifications:
Education and certification:
- Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building.
- Experience in working in women peace and security or gender and human rights area is required.
- Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is desirable.
- Experience in the protection or support to WHRDs is desirable.
- Experience in leading teams effectively is desirable.
Language Requirements:
- Fluency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
