Oxfam International Secretariat is seeking a Strategic Lead Program Support, Integration & Accountability to drive operational integration and support across its programs.

THE HUB PURPOSE: The Care and Core Operations hub brings together the essential functions that keep Oxfam organisation grounded, connected, and resilient. This includes IT and Digital Services, Finance, People, Wellbeing & Culture, Global Operations, and its Integrity functions (Safeguarding, Risk Assurance, and legal). Rather than following the traditional “people, process, technology” approach, this hub is built on a foundation of systems, people, and principles, recognizing that strong infrastructure and resilience must be values-led and people centered to support its mission.
It exists to enable and care for the wider organisation, upholding integrity, facilitating delivery, fostering culture, and ensuring Oxfam systems support not just what they do, but also how Oxfam do it, within the parameters of its decolonial and feminist values.
TEAM PURPOSE: The Program Support, Integration, and Accountability team provides operational support to the Countries and Regions that are line-managed by Oxfam International, enabling them to thrive.
JOB PURPOSE: The Strategic Lead Program Support job’s primary purpose is to integrate operational support from the Care and Core Operations hub to the business-as-usual realities for Countries and Regions. This includes ensuring alignment among Executing Affiliates (EAs), Regional Business Managers, and the Global Humanitarian Team (GHT) network with these processes, and providing adequate support to Global Programs Management Teams (GPMT) and Regional Business Managers (RBMS) in anticipating and managing potential operational risks and generating opportunities

- Track record and field experience, at a senior level. Good understanding of program work (long term
development, humanitarian and influencing) in different settings, including some complex environments (such as conflict or failed states).
Management and Leadership - Committed to a rights-based approach and active commitment to putting women’s rights at the heart and the rights of other marginalized people in all aspects of an organization’s work.
- Significant senior leadership experience of managing and motivating multi-disciplinary, multicultural,
geographically remote teams. Highly developed interpersonal, communication and influencing skills to drive/support cultural and behavioural change beyond areas of direct responsibility as well as external influencing. - Significant experience of leading and managing complex change processes involving a wide range of both internal and external multi-cultural stakeholders across disciplines and geography.
Strategic Analysis - High level of analytical and strategic thinking and planning, maximizing adaptability and agility.
- Track record in encouraging forward thinking, innovation and use of creative approaches in solving complex issues.
- Demonstrable ability to translate broad organisational aspirations into practical results-oriented support for programme staff in the business support areas.
- Demonstrable sound judgement with complex organisational issues.
- Understanding of systems and processes and how these can support programme.
Finance - High level experience of senior financial management, preferably in an international context.
- Competent financial and asset management experience
- Experience of managing donor funding and relationships, across a large number of countries and programs. Experience in leading and supporting resource mobilization strategies to bring organizations to their next level.
Risk Management - Proven track record of making sound judgments in uncertain and pressurized situations. Including
experience of crisis management leadership and complex reputational/financial risks.
