Key areas of engagement include Peacebuilding and Conflict Prevention, Governance, Sustainable Economic Growth, Health and Social Development, as well as Just Transition.

The AU-ILO-IOM-GIZ Joint Labour Migration Programme – Promoting Opportunities, Protection, Employment and Labour Integration (JLMP-Propel) is a long-term joint undertaking among the four organizations in coordination with other relevant partners operating in Africa, development cooperation actors, private sector organizations and civil society representatives. It is the instrument dedicated to the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development, which was adopted by the Assembly of Heads of States and Governments in January 2015, Addis Ababa, Ethiopia.

Its strategy focuses on intra-African labour migration and supports achievements of the First 2023 Ten Year Plan of the African Union (AU) Agenda 2063 and of the Sustainable Development Goals (SDGs). In addition, the JLMP is a critical instrument of implementing the Migration Policy Framework for Africa (MPFA) and Plan of Action (2018-2030) adopted by the AU Executive Council from 25-26 January 2018 in Addis Ababa, Ethiopia

The Monitoring and Evaluation Officer will oversee the management and review of the JLMP-Propel Monitoring and Evaluation Framework, ensuring its relevance, consistency, and effectiveness. The Officer will be responsible for the design, coordination, and implementation of monitoring and evaluation systems, enabling timely monitoring, evaluation, and reporting processes for JLMP-Propel progress and results fostering data-driven decision-making and continuous improvement in programme implementation.

This Monitoring and Evaluation Advisor offer concerns a seconded position from GIZ to the African Union Commission (AUC). The secondee will be based at the AUC headquarters in Addis Ababa, where a working space and necessary facilities will be provided for the full duration of the assignment. While the secondee will carry out their duties under the overall guidance and direct supervision of the JLMP-Prpel Programme Coordinator, all entitlements and conditions of service shall remain in accordance with the employment contract with GIZ. The successful candidate will form part of the AUC Programme Support Unit (PSU)

Core Tasks

  • Support the JLMP Programme Support Unit PSU of the African Union Commission (AUC) Labour, Employment and Migration (LEM) Division in the development, refinement and operationalization of the JLMP PROPEL Monitoring & Evaluation (M&E) framework in line with AU and donor requirements (BMZ, SDC, Sida).
  • Develop and manage comprehensive monitoring and evaluation systems to facilitate regular tracking and reporting on programme performance and impact.
  • Coordinate data collection, analysis, and reporting processes across AUC, Regional Economic Communities (RECs), Member States, and social partners to ensure timely, high quality evidence on programme results

M&E Advisor Profile

  • Advanced university degree (Master’s or equivalent) in Social Sciences, Development Studies,
    Economics, Statistics, Monitoring & Evaluation or a related field.
  • At least 10 years of relevant professional experience in Monitoring & Evaluation, with a proven
    track record in results-based management, indicator frameworks, and donor reporting with strong expertise in qualitative and quantitative research methods, data management, and the design and use of M&E tools and software.
  • Excellent analytical, drafting, and reporting skills with proven ability to synthesize complex information into clear outputs.
  • Strong communication, facilitation, and capacity development skills; ability to engage diverse stakeholders including governments, social partners, and development partners.
  • High degree of political sensitivity, intercultural competence, and ability to work effectively within AU institutions, UN-organisations, and in multi-stakeholder environments.
  • Experience working within international or multilateral organizations is an added advantage.
  • Excellent communication skills, with proven ability to operate effectively in contexts of high political visibility.
  • Strong analytical and strategic thinking skills, with demonstrated capacity to translate complex information into actionable insights. Enthusiasm, team spirit, reliability, diplomatic skills, competence in gender issues and intercultural behavior
  • A good understanding of the responsibility towards both the GIZ and the AUC, and the ability to act accordingly
  • Independent working style and readiness to take over responsibility, strong networking skills
  • Fluency in English C2 required; Fluency of French C2 is an asset.
