Overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development dedicated to shaping a future worth living around the world. As a public-benefit federal enterprise, GIZ supports the German Government in particular the Federal Ministry for Economic Cooperation and Development (BMZ) and many public and private sector clients in achieving their objectives in international cooperation in around 120 countries.

Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive growth and sustainable development on the African continent in line with the AU’s Agenda 2063: The Africa We Want. With around 250 staff, GIZ African Union cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 40 member states.

Established in 2007 as one of the partnerships under the Joint Africa-EU Strategy, the Africa-EU Energy Partnership (AEEP) is a long-term framework for strategic dialogue between Africa and the EU. The overall objective of the AEEP is to improve access to secure, affordable and sustainable energy for both continents, with a special focus on increasing investment in energy infrastructure in Africa.

To achieve this, the AEEP Secretariat hosted by GIZ was established with the objective to ensure optimal communication, information sharing and alignment between European and African actors, including the European Commission, African Union Institutions, and European and African Member States on energy topics and initiatives. The Secretariat’s work is structured under three pillars: 1. Fostering political dialogue, 2. Enhancing knowledge and visibility, 3. Cataysing implementation of key continental initiatives (Africa’s Continental Power systems Masterplan (CMP), Africa Single Electricity Market (AfSEM), Team Europe’s Africa-EU Green Energy Initiative (AEGEI)…etc)

AEEP is currently funded by the European Union and BMZ and is part of the Global Energy Transformation Programme (GET.Pro). The Policy Advisor position is based in Addis Ababa, at the GIZ AU office, for the complete period of employment. Entitlements are in accordance with the employment contract with GIZ

Core Tasks

  • Oversee and/or contribute to the elaboration of AEEP knowledge products on African and European energy priorities and initiatives (policy briefs, analyses, news items), and provide content-related inputs and advice to AEEP’s various workstreams (e.g. AEEP Energy Talks, AEEP Forum, high-level dialogue formats…etc.)
  • Support regular communication and coordination with key contacts and provide, in a timely manner, requested information and updates on AEEP’s activities
  • Oversee AEEP’s governance processes including implementation of the Steering Group’s expansion, onboarding of new members and preparation of Steering Group meetings
  • Support and inform the day-to-day work of the AEEP Secretariat, including supervising the work of consultants
  • Support the Head of Secretariat in project management tasks, including budget and acquisition, internal strategy, and operational planning.
  • Act as the AEEP focal point for monitoring and evaluation within GET.Pro
  • Assist the communications and events team, by providing content for promotion on communication channels and supporting the organization of AEEP events.
  • Represent the AEEP at events and discussions as delegated or assigned.

Required Qualifications

  • Advanced university degree (master’s or equivalent) in engineering, political science, development policy, economics, or any relevant field to the position
  • At least 5 years professional experience in cooperation projects with African institutions active in the energy sector, on continental, regional or national level
  • At least 5 years of relevant professional experience in the energy sector, particularly on energy transition, renewables and energy access in Africa, and excellent knowledge of energy-specific challenges on the African continent (regulatory, financial, technical)
  • Sound knowledge of the African-European energy landscape and key priorities of the African Union and the European Union in the energy sector
  • Experience in reporting on development initiatives related to scorecards, monitoring tools, data analysis and information
  • Independent working style and readiness to take over responsibility, strong networking skills
  • Good project management skills and experience in project management support
  • Good analytical and writing skills, including experience in writing policy recommendations
  • Excellent interpersonal and communication (oral and written) skills, diplomatic skills and sensitivity to cultural contexts
  • Fluency in English

The AEEP Policy Advisor position is based in Addis Ababa. Readiness for travel within Africa and to Europe is a prerequisite. The position is open to nationals of AU member states.
