CIVICUS is looking for a consultant(s) to help conduct a grant call evaluation, to evaluate a portfolio of projects under the Digital Resiliency Grants. The evaluation will collate the overall results achieved, assess contribution of the various projects to the objectives of the Resiliency Grants, develop impact video documentaries and infographics as well as provide recommendations to improve the Grants.

About the Digital Democracy Initiative (DDI)
The Digital Democracy Initiative (DDI) is a global programme launched in response to the shrinking democratic and civic space. Its objective is “to promote and protect local inclusive democratic space in the digital era”. The initiative is implemented by a consortium of partners comprising Access Now, CIVICUS, Digital Defenders Partnership, Global Focus, European Partnership for Democracy, Fundo de Mujeres del Sur, Witness, and IWGIA. CIVICUS in partnership with Global Focus is leading DDI’s Enable and Amplify Project, which aims to help expand and protect inclusive democracy and civic space through the improved use of digital technology for civic engagement. The project focuses on supporting local civil society actors operating in restrictive contexts in global south countries.
About the Digital Resiliency Grants
The CIVICUS Crisis Response Fund (CRF) and the Digital Democracy Initiative (DDI) offer rapid-response digital resiliency grants to support local civil society actors facing urgent civic space restrictions, threats, or barriers that hinder their efforts to advance inclusive democracy in the digital age. These grants are designed to help organisations quickly adapt, continue their work, and build resilience in the face of digital and civic space challenges. Support is available for both individual organisations and collaborative efforts, with applications accepted and reviewed on a rolling basis throughout the year.
The Digital Democracy team at CIVICUS has been implementing the Digital Resiliency Grants since 2024. As part of its commitment to learning, accountability, and transparency, CIVICUS seek to capture and share the outcomes, lessons, and human stories emerging from this initiative. CIVICUS is looking for a Digital Resiliency Grant Evaluation & Impact Documentary consultant or team of consultants to develop a comprehensive impact and communications package, including an in-depth impact analysis, a compelling written report, engaging infographics, and a short documentary video. These deliverables should be crafted to inform, inspire, and resonate with a diverse audience of stakeholders, including funders, grantee partners, and the wider public.
Scope and Goal
The purpose of the remote assignment is to evaluate a portfolio of projects under the Digital Resiliency Grants to collate impact and outcomes achieved and develop associated communication products (infographics and videos).
The specific objectives of the evaluation are as follows:
- Assess the extent to which the specific projects under the Digital Resiliency Grants have achieved their respective objectives, as set out in their project documents. This will include identifying factors which contributed to the achievement or non-achievement of results as well as validating evidence and data of achievement reported by sub-grantees.
- Conduct a brief outcome mapping to identify changes and results made which were not planned for during the project design stage.
- Assess the effectiveness of project implementation strategies used by sub-grantees under the Digital Resiliency Grants.
- Draw out lessons and recommendations with the aim to improve the implementation of future grants under the Digital Resiliency Grants.
- Develop infographics to illustrate key findings and impact of the grants
- Develop video documentary highlighting grantees impact and perspective of the Digital Resiliency Grants.
- Develop Case Studies reflecting any significant change made by the projects under the Digital Resiliency Grants.
Deliverables
The key deliverables for this remote consultancy will include the following:
1. Impact analysis, story gathering and impact reporting
- Design a methodology and evaluation assessment framework to be used in objectively evaluating the performance of each project.
- Conduct desk review of 16 grantee-partner project documents (including proposals and final narrative reports, among others).
- Conduct follow-up interviews with all 16 grantees, in coordination with CIVICUS staff to validate the findings of the desk review and fill in potential gaps from the document review as well as map outcomes achieved that were not anticipated at project design.
- Synthesize qualitative and quantitative data into high-level themes, key outcomes, challenges, and human stories.
- Draft a final report that summarizes findings in a clear, reader-friendly format including key themes, grantee partner spotlights, quotes, photos (where available), and insights for future programming.
- Work collaboratively with CIVICUS to ensure alignment with tone, messaging, and branding.
- Provide a clean, proofread, design-ready version of the report (final layout to be completed in-house or by a separate designer).
2. Infographics and visual content
- Produce five data-driven or narrative-focused infographics that visually illustrate key findings of the evaluation findings.
- The infographics must be web and social media friendly.
- All visual content must align with CIVICUS’ brand guidelines and be delivered in editable format.
3. Short video documentary
- Produce a 5–8-minute video documentary highlighting grantee impact.
- Coordinate, conduct and record remote interviews with selected grantees and stakeholders (via Zoom or other platforms).
- Use provided grantee footage or source additional supporting visuals (for example, photos, stock B-roll, simple motion graphics).
- Provide a fully edited video, including subtitles, captions, music (licensed), and visual identity elements.
Desired Knowledge and Experience of the Digital Resiliency Grant Evaluation & Impact Documentary consultants/Consulting Firm
CIVICUS welcome applications from individual consultants/firms or consultant teams with complementary experience that is needed for this assignment. Solo consultants must clearly demonstrate capacity and previous experience across the full scope.
- Technical knowledge, skills and expertise in evaluation concepts and approaches, particularly outcome mapping and qualitative approaches such as storytelling.
- Prior experience in conducting evaluations of this nature ideally within digital and democratic spaces, and at their intersection as well as grant funded project evaluations
- Experience with developmental evaluation approaches and behavioural spillover, e.g. Outcomes Harvesting.
- Strong background in developing evaluation tools (including online surveys and focus group/interview guides).
- Strong analytical skills to support both qualitative and quantitative research.
- Strategic communications and storytelling for social change.
- Graphic design.
- Impact Video production.
- Excellent writing skills and ability to be concise and clear – providing actionable analysis and recommendations in English. Other UN languages are an advantage.
Timeline
CIVICUS anticipate that the remote consultancy will be conducted between 40 – 45 workdays starting from 1st September 2025.
Location
This is a remote assignment. Applicants may be based anywhere but must be available for virtual coordination meetings with CIVICUS staff across relevant time zones.

Feedback to applicants
Proposals will be reviewed on a rolling basis. As CIVICUS will receive many proposals for this grant, CIVICUS may not be able to give detailed feedback on each application.
