Overview

The Food and Agriculture Organization of the United Nations (FAO) is the specialized agency of the United Nations that leads international efforts to defeat hunger. FAO’s goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. With over 194 member countries, FAO works in over 140 countries worldwide.

The Oversight Advisory Committee (OAC) serves as an expert advisory panel to assist the Director-General and the Finance Committee on the internal control arrangements, risk management processes, financial reporting and internal audit, investigation and ethics functions of the Organization. The Committee also operates in an advisory capacity to the Offices of the Inspector General (OIG), Ethics (ETH) and Ombuds (OMB).

Duties and Responsibilities

The Committee reviews and advises the Director-General and the Finance Committee on:

  • Policies significantly affecting accounting and financial reporting issues and the Organization’s financial control.
  • The Organization’s arrangements for external audit and the results of external audits.
  • The Organization’s internal control and risk management strategy, framework and processes.
  • The Organization’s policies to combat fraud and other corrupt practices of its personnel and external parties, and the arrangements for personnel and others to raise concerns, in confidence, about wrongdoing affecting FAO’s programmes and operations.
  • The effectiveness and efficiency of OIG’s internal audit and investigation functions, and adherence to the OIG Charter, Guidelines on Internal Administrative Investigations and to applicable international internal auditing and investigation standards.
  • Matters relating to the efficiency and effectiveness of FAO’s organizational arrangements and processes that may come to the attention of the Oversight Advisory Committee in the course of its briefings and discussions with management.
  • Matters pertaining to the formulation, development and implementation of the Organization’s ethics and ombuds programmes.

About the Membership

The Oversight Advisory Committee consists of five members external to FAO. Members are selected on the basis of their qualifications and relevant experience in the areas of oversight including audit, investigation and ethics, financial management, governance, risk management and internal controls and information technology.

Candidates should have senior level experience either in the public or the private sector, with a substantive understanding of the workings of multilateral organizations. Due regard is paid in their selection to gender and geographic representation in the Oversight Advisory Committee. Applicants should not currently be, or have been within the immediate past two years from the date of appointment, in full-time employment in a United Nations entity.

Terms and Conditions

  • Members of the Oversight Advisory Committee shall be independent of the FAO Secretariat and the Director-General.
  • Members serve in their personal capacity. They are not remunerated for their activity. Travel and subsistence costs necessary for participation in the Oversight Advisory Committee meetings are paid by FAO.
  • Members are appointed by the FAO Council on recommendation of the Finance Committee following a selection process managed by the Director-General. They are appointed for a three-year term, which may be renewed for a maximum of a further three years. Members are expected to attend at least three meetings each year in Rome, Italy.
