Overview

The SADC-DFRC is a subsidiary organization of the Southern African Development Community (SADC) under the Protocol on Finance and Investment. It is owned collectively by the SADC Development Finance Institutions (DFIs) Network, consisting of forty-one (41) national DFIs in fifteen (15) SADC Member States. The mission of SADC-DFRC is to act as a catalyst for sustainable development within the Network to improve investments into and enhance the prosperity of the Region. According to SADC Protocol on Finance and Investment, the core responsibilities of SADC-DFRC are to: 

  • effect capacity building and training of managers and staff of DFIs; 
  • support the strengthening of DFIs in all sectors of their respective activities;
  • offer a policy research and analysis capability for the Region;
  • facilitate the mobilization and sharing of information through a central hub for ICT;
  • engage in confidence-building measures within the Region for purposes of supporting investments;
  • offer advisory services to Member States and to DFIs in respect of development resources and financial services; and
  • identify and promote opportunities for cooperation and coordination in development finance in the Region. 

Finance & Strategy Executive Role Responsibilities

The Finance & Strategy Executive will:

SADC DFI Network and DFRC Board

  • Serves as a financial and strategic advisor to the CEO and the DFRC Board, providing financial insights, risk analysis and strategic financial planning
  • Lead the preparation and presentation of financial performance and funding reports to the board, ensuring alignment with DFRC’s long term sustainability goals.
  • Drive discussions on financial sustainability, funding mechanisms and capital-raising initiatives with DFRC stakeholders.
  • Oversee financial risk assessments and provide guidance on financial planning and resource mobilization strategies.

SADC Secretariat, Member States, ICPs and Other Strategic Partners

  • Lead DFRC’s resource mobilization strategy by identifying funding opportunities,developing funding proposals, and negotiating partnerships with MDFs, DFIs and private sector investors.
  •  Serve as the primary liaison with international development agencies, driving funding discussions and alignment with SADC development goals.
  • Oversee financial sustainability initiatives, including exploring innovative financing mechanisms
  • Develop and implement a comprehensive donor engagement strategy to maximize long term financial support for DFRC programs.

Finance and treasury management

  • Oversee and manage DFRC’s treasury functions, ensuring effective liquidity management, investment strategy and capital allocation to support strategic growth.  Develop and execute financial strategies that enhance the DFRC’s long term financial sustainability.
  • Ensure the effective management of funding agreements, donor funds and financial partnerships to align with DFRC’s development mandate.
  •  Implement and oversee financial performance monitoring, including financial modelling, forecasting(budgeting) and risk assessment frameworks.
  • Play an active role in shaping DFRC’s policies and governance frameworks ensuring alignment with international best practices.
  • Engage with external auditors to maintain financial credibility and transparency.

Human Resource, Administration and Organizational Development

  •  Provide strategic oversight of HR functions which will be outsourced, ensure this aligns with DFRC’s growth objectives.
  • Ensure that staff recruitment, compensation structures and performance management align with the best practices and DFRC’s strategic visions.
  • Provide guidance on leadership development and succession planning to build a high performance culture.

Administration and Compliance Oversight:

  • Oversee financial and administrative policies, ensuring compliance with SADC, donor and international regulatory requirements.
  • Ensure efficient procurement process, vendor management and cost optimization.
  • Lead contract negotiations and financial agreements with external service providers.

Other

  • Perform other related duties as assigned, including legal and compliance functions.

Qualifications 

  • BCom (Honours) Degree Accounting/Financial Management
  • Chartered Accountant

Experience

  • At least 10 years working experience with 5 years at a middle management level.
  • Experience in donor fund management and resource mobilization is an added advantage.
