Consultancy Opportunity: African Youth Charter and Development of a Youth Engagement Toolkit
Overview
The African Union Commission’s Women, Gender, and Youth Directorate (AUWGYD) together with the Friedrich-Ebert-Stiftung African Union Cooperation Office (FES-AU) invites consultants to submit proposals for a project titled “Review of the Implementation of the African Youth Charter and Development of a Youth Engagement Toolkit and Roadmap for the AYC@20 Campaign.” This Consultancy Opportunity and initiative will be supported by the FES-AU.
Proposal Requirements:
Technical Proposal, Financial Offer, and Curriculum Vitae, all in accordance with the TOR requirements.
Tasks
Conduct a comprehensive review of AYC implementation across African Union member states,
including:
- Analysis of national youth policies and their alignment with the AYC
- Assessment of youth participation mechanisms in governance and decision-making
- Evaluation of progress on key areas outlined in the Charter (e.g., education, entrepreneurship, engagement, employment, and health and wellbeing)
Design a youth engagement toolkit including:
- Methodologies for inclusive youth consultations (online and offline)
- Approaches for engaging marginalized youth groups.
- Strategies for incorporating youth input into potential Charter amendments.
Develop a roadmap for the AYC review process, outlining:
- Key milestones and timelines aligned with the AYC@20 campaign activities.
- Stakeholder roles and responsibilities
- Resource requirements and potential funding sources
- Research and document best practices in youth engagement, leveraging on the AU’s youth
organisation database and others.
Deliverables
- Study and report on the state of implementation of the African Youth Charter since its adoption
- Continental Youth Engagement toolkit.
- Roadmap for AYC@20 campaign outlining the review process.
- Executive summary and presentation of key findings and recommendations
Qualifications and Experience:
The consultant should have the following qualifications and experience:
- Advanced degree in social sciences, public policy, or related field.
- Minimum 7 years of experience in youth development, policy analysis, or related areas
- Demonstrated knowledge of African youth issues and the African Union system
- Strong research and analytical skills
- Excellent in Communications, Community Development, Youth Engagement
- Experience in developing Continental strategies, toolkits (on Youth Engagement) required
- Proficiency in data collection, integration, and management, with experience working with large datasets from various sources.
- Excellent writing, communication and stakeholder engagement skills with the ability to transalte complex data into actionable insights (knowledge of French or Arabic is an advantage)
- Experience in designing participatory processes and youth engagement strategies.
- Experience in monitoring and evaluation frameworks, with a focus on data-driven decision-making.
