What is the EUVP? 

The European Union Visitors Programme (EUVP) is an individual visitors’ programme, established by the European Parliament and the European Commission in 1974. The Programme invites young, promising leaders from countries outside the European Union to visit Europe to gain a first-hand appreciation of the EU’s institutions, policies, values, and people to increase mutual understanding between professionals from non-EU countries and their EU counterparts.

The European Union Visitors Program is jointly sponsored and administered by the European Parliament and the European Commission. An EUVP visit consists of an individual 5-day program of meetings with EU officials at the EU institutions in Brussels and/or Strasbourg. All programs are coordinated and arranged by the EUVP Secretariat rather than by individual participants. Travel and per diem costs are covered by the EUVP. 

Who is eligible to participate?

Eligible participants fall under one of the following categories:  

  • Political milieus: Such as members of national and regional Parliaments, mayors, party officials and advisers to politicians.
  • Government/Parliamentary officials: In particular those exercising responsibility in areas of special relevance to the EU.
  • Media: In particular those exercising an editorial function in areas of special relevance to the EU (e.g. as foreign affairs editor, political correspondent of national newspapers, editor of regional newspapers, radio or TV current affairs producer/presenter, etc.).
  • Civil society actors/Trade unionists: Such as human rights activists, women’s rights defenders, environmentalists, development workers, trade unionists (in particular those exercising a national responsibility in the field of international relations), etc.
  • Academics/Think-tanks: In particular those responsible for teaching and researching in the fields of EU/international affairs.
  • The EUVP is not open for students, neither for private sector lawyers, industrialists, bankers, etc. 
  • Ukrainian citizens with a career-related interest in the EU are invited to apply. Ideal candidates, aged 20-40 (this age requirement does not apply to Members of Ukrainian Parliament or Government Ministers), are professionals in a field where their EUVP experience will enhance their understanding of the EU and contribute positively to their chosen career path.
  • Fluency in English or French is required to be able to conduct meetings with the EU colleagues. 
  • Basic knowledge of the EU institutions (https://europa.eu/european-union/about-eu/institutions-bodies_en) and their functioning is a plus. 
  • Participants  are required to have completed their university education or equivalent training and will have already gained some years of professional experience.  
  • The candidates do not have to reside in Ukraine to be eligible for the EUVP visit.

Requirements to the applicants: 

Non-Ukrainian applicants should contact the EU Delegation in the country of their citizenship.

How are participants selected?

First selection of candidates is made by the Delegation of the European Union to Ukraine. A final decision is taken by a Management Committee in Brussels chaired jointly by staff of the European Parliament and the European Commission. Selected candidates will be notified in the second half 2026. The participants will then choose the dates of their study visits from a list of dates in 2027 that will be offered to them.

1. Statement of Purpose. To ensure that the individually tailored program reflects your motivation for the visit and your professional interest, the statement should include a brief description of your current responsibilities, EU theme(s) you wish to examine, topics you wish to discuss, as well as a realistic list of desired appointments.
