Overview
Friedrich Ebert Stiftung (FES) offer basic funding for foreigners aimed at students who are already studying in Germany. The basic funding for foreigners includes bachelor’s, master’s and diploma courses, as well as courses of study that aim at the state examination.
Prerequisites for Friedrich Ebert Stiftung Scholarships application are the graded certificates and very good German language skills. The following language certificates are possible:
- a “German language examination for university admission” passed with at least DSH-2
- the test “German as a foreign language” passed with at least level 4
- “Telc C1 Hochschule”
- the German Language Diploma of the Cultural Affairs Conference Stage II
- the “Certificate C 1” of the Goethe Institute
Proof of German language skills is also necessary if the studies are completed in English.
Eligibility
This funding programme is eligible for all those who:

- already studying at a German, state or state-recognised university or university of applied sciences
- very good German language skills
- have above-average grades in their studies
- are engaged in society policy
- identify with the values of social democracy
Programme Overview
The Friedrich Ebert Stiftung Scholarships aim to support students during their studies – materially and ideally. FES contribute to enabling its scholarship holders to concentrate on their studies without financial worries and have more time for their commitment.
FES scholarship holders can expect a comprehensive range of socio-political seminars, workshops and competence training. In numerous cities there are fellow groups and 18 thematic working groups between Germany and, between countries and the fellows warmly welcome them. They are also integrated into the large network of current and former scholarship holders and exchange ideas with each other.
This ideal support contributes to allowing scholarship holders to exchange ideas in a value-oriented environment. In this way, they are enabled to collect sufficient information, to act considerably, to make decisions and thus to strengthen their social participation. Many of the former scholarship holders are available as mentors to help you with questions relating to studies and career planning. In addition, FES funding is characterised by personal support and advice for the scholarship holders.
Benefits
The financial support is 992 euros. The costs for health insurance are covered. Scholarship holders with children receive an additional 160 euros per month. The financial support enables FES scholarship holders to concentrate on their studies and commitment.
The right time for the application
- Master’s degree: before or at the beginning of the first university semester of the Master’s programme (winter semester: until 30.11., summer semester: until May 31,)
- Bachelor / Diplom / Magister / Staatsexamen: after the first semester and up to three semesters before the end of the standard period of study
- Medicine: after the fourth semester or after the physics, until the end of the sixth semester
