Overview

Eisenhower Fellowships identifies, empowers and connects innovative leaders through a transformative international experience and lifelong engagement in a global network of more than 2,600 dynamic change agents from 118 countries, committed to creating a world more peaceful, prosperous and just.

The Eisenhower Global Scholars Program sends up to four American university graduates abroad annually for an academic year of postgraduate studies at two prestigious European universities. Eisenhower Global Scholars, will spend a full academic year of intensive postgraduate study and hands-on work experience, leading to the following degrees:

Each Eisenhower Scholar will spend a full academic year of postgraduate study leading to a Master’s Degree at either the University of Oxford or IE University in Madrid. Eisenhower Fellowships covers all major expenses. All courses are offered in English. During their academic year of study, or after the school year is completed, the Scholars will meet with Eisenhower Fellows. Eisenhower Global Scholars will experience the lifelong connection to a network of like-minded leaders. The Scholars may be offered optional summer internships in collaboration with the EF Global Network.

About the Eisenhower Global Scholars

Eisenhower Fellowships is seeking outstanding applicants to participate in the Eisenhower Global Scholars program in 2026-2027. Eisenhower Global Scholars will embark on an all-expenses-paid year of post-graduate study leading to a Master’s Degree in Public Policy with an emphasis on international diplomacy at the Blavatnik School of Government at the University of Oxford or a Master’s Degree in International Relations with an emphasis on the global economy and entrepreneurship at the School of Global and Public Affairs at IE University in Madrid.

EF is looking for diverse, dynamic doers who have a demonstrated commitment to public service or fostering entrepreneurship, change agents seeking a lifelong engagement with an influential network of
global leaders. Applicants for the Global Scholarship Program are students admitted to Oxford and IE and should have an exceptional academic record with an impressive upward trajectory that ranks them near
the top of their peers.

In addition to academic ability and achievement, applicants must demonstrate a high level of commitment to public service, as evidenced by their chosen career path in the public, private or non-
profit fields and/or an outstanding record of community service.

Eligibility Criteria

Applicants must be U.S. citizens or legal permanent residents and have graduated from a four-year American university with a 3.7 Grade Point Average (out of 4.0) preferred. Candidates should demonstrate a commitment to tackling real world challenges though a concrete project idea. The preferred age range is 20 to 30 and the candidate will:

  • have a track record of achievement, including a strong academic undergraduate record and community involvement
  • demonstrated leadership potential
  • a concrete project proposal that this international post-graduate study will advance

  • Selection: Candidates informed of status.

Preparations

A few months before the academic year begins, Global Scholars are expected to devote significant time to research, preparation and and planning in consultation with EF team members.

Travel

In the fall, Global Scholars travel to Europe for the start of their academic year. At some point in the year, they meet with Eisenhower Fellows and other friends of EF in Europe.
