Purpose of Job
The Senior ID Management Officer reports to the Principal Safety and Security Officer and is responsible for designing, configuring and operating ID card software and maintaining the database and issuance of ID Cards to AUSSOM personnel covering the military, police and civilian personnel and security passes for contractors and visitors to all AUSSOM installations
Main Functions
- Oversees the design, implementation and monitoring of registration, identity management and digital identity strategy/ies for AUSSOM mission components personnel;
- Advises and provides technical support to staff on planned registration, identity management and digital identity activities.
- Ensures that identity management systems and practices are actively leveraged to support all AUSSOM activities, including identification of specific needs;
- Leads and motivates staff working on information and data management activities and liaise with relevant stakeholders on data related issues;
- Promotes the implementation and interoperability between AUSSOM’s identification systems and third parties’ digital identification systems, including those of UNSOS and private sector systems, as appropriate.
Specific Responsibilities
- Ensures continuous updating, accuracy, and integrity of the mission’s ID database, reflecting real time personnel movements, rotations, and deployments across all sectors.
- Conducts regular verification of troop numbers and personnel status, ensuring accurate capture of strength figures for military, police, and civilian components operating in field locations.
- Verifies personnel data using nominal rolls, SAP records, biometric systems, and—where possible—host government databases to ensure authenticity and prevent identity fraud.
- Produces data summaries, dashboards, and mission critical reports, including ad hoc and user defined outputs, to support planning, deployment, and operational decision making.
- Assists in the procurement, distribution, and maintenance of ID related hardware, biometric devices, printers, and consumables required for field operations.
- Modifies and enhances the ID database to meet evolving mission requirements, ensuring compatibility with new systems, workflows, and operational realities.
- Evaluates and recommends system management tools and security solutions; ensures compliance with AU data protection regulations and mission policies.
- Maintains secure data storage, backup routines, and recovery mechanisms to safeguard mission critical personnel information.
- Provides training, mentoring, and technical support to ID Cell staff, Security Unit personnel, and other mission actors involved in registration and verification processes.
- Supports the development, rollout, and enforcement of identification protocols, SOPs, and procedures tailored to high risk field environments.
- Designs and implements quality assurance mechanisms, conducts regular data audits, and develops systems to detect and prevent re registration, impersonation, and identity fraud.
Academic Requirements and Relevant Experience
- Master’s degree (Bac +5) in Information Technology Management (with a focus on database development, data management, and analysis), Security Management, Law, or a related field, with seven (7) years of relevant professional experience, including three (3) years at expert level in complex operational environments.

- Bachelor’s degre (Bac +3) in Information Technology Management (with a focus on database development, data management, and analysis), Security Management, Law, or a related field ten (10) years of relevant professional experience, including three (3) years at expert level.
• Professional Certifications — Certifications in information security, data security, access management, or digital identity systems are required.
• Experience with ID Management Systems — Demonstrated experience working with data management systems such as IDMS/CMD, biometric registration platforms, access control systems, and digital identity security tools.
• Process Re engineering & Change Management — Extensive experience in process redesign, workflow optimization, and change management, particularly in transitioning registration systems from manual to digital formats in field settings.
• Field Mission Experience — Proven experience working in the Horn of Africa or other high pressure, high risk operational environments, with a strong understanding of field mission dynamics, personnel verification challenges, and security sensitive data management.
• Data Protection & Compliance — Experience in data sharing, data governance, and data analysis in compliance with privacy policies, AU data protection regulations, and mission specific security protocols.
Required Skills
- ID Management System (IDMS/CMD). Expertise in registration, designing, configuring and operating ID card softwares;
- Data Base Management. Proficiency in SQL databases and managing large, centralized databases for user information and photo storage;
- Digital Identity Security. Understanding public key infrastructure, digital certificates and encoding, including 2D bar codes, QR codes or RFID/NFC technology;
- Access Control Systems. Knowledge of integrating ID cards with physical access control systems;
- Cloud and IT Infrastructure. Familiarity with cloud-based ID management and server management;
- Physical Security. Knowledge of best practices in security, including holographic watermarks, secure lamination and badge design;
- Regulatory Compliance. Knowledge of data privacy regulations;
- Audit user access. Ability to audit user access levels and conduct risk assessments, particularly in high risks contexts;
- Accuracy. High accuracy in managing user data and ensuring secure design standards.
REMUNERATION:
The salary attached to the Senior ID Management Officerposition is an annual lump-sum of US$ 125,607.58 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 91,058.73 inclusive of all allowances for locally recruited staff of the African Union Commission.
